Both are the same Fusion application. A refresh instance is reset to clean data every 10 days - good for practising the same tasks again. A non-refresh instance keeps your work for the whole term - right for a proof of concept, a client demo or an integration that needs stable data.

Login details to a live Oracle Fusion Cloud environment that we provide, for a fixed term. You practise, train or demo on it from your browser - there is no software to install and no cloud account of your own to manage.
No. The environment is ours and you get credentials to it. There is nothing for you to set up or license.
A refresh instance is reset to clean data every 10 days, which suits repeated practice. A non-refresh instance keeps your configuration and data for the whole term, which suits work that has to build up, such as a proof of concept or a client demo.
Security Console is where you create users and assign roles in Fusion. You need it if you are learning security setup, running a batch where each student needs a login, or demonstrating something that changes with the user's role. Most functional practice on a single login does not need it.
Each plan is sold for fixed terms, shown with its prices on this page. Nothing renews automatically and there is no recurring charge. When the term ends access stops, unless you choose to renew - and renewing on time keeps the price you paid.
